Residents of District 139,

I am writing to inform you that on June 12th, my office received a letter from the Office of General Counsel from the Texas Commission on Environmental Quality (TCEQ) approving the request to host a public meeting regarding permit application #151715, which would authorize construction of a permanent concrete batch plant located at 3411 De Soto Street. We are currently working with TCEQ to schedule the public meeting at a time and location that is convenient for all parties involved. My office will send an update once the time, date, and location of this meeting have been established.

This public meeting is the most effective measure we can take to ensure our air remains clean and breathable. This public meeting will be similar to the meeting in March, with a question and answer session, as well as a designated time for community members to formally submit their comments on record to TCEQ. Public comments on record will once again be sent to the TCEQ Commissioner for consideration. I invite you all to attend this meeting and voice your concerns.

I also wanted to relay information that was sent to my office by community members regarding the City of Houston permits currently issued or applied for by Soto Ready Mix, INC. This information is valid as of June 7th and permits include:

  • Modular office permit (to operate trailer like office space) - ISSUED
  • Electrical permit (to operate modular office) - ISSUED
  • Waste water application - UNDER REVIEWAccording to the City of Houston, the Soto Ready Mix, INC., has not purchased any operational or business permits. Additionally, the City of Houston relayed information that there is an active investigation being conducted by the city’s PWE, the site was visited by inspectors on June 5th, and subsequent visits are being scheduled in response to complaints. Currently, Soto Ready Mix cannot operate as a concrete batch plant company, nor can it move dirt without a permit.
